„PadovaFIT Expanded”–„Expanding PadovaFIT! Home Solutions” (ID 847143) project activities, financed through the Horizon 2020 Programme, are set to continue in the form of working forums
           
Timisoara Municipality is a partner in the „PadovaFIT Expanded” -„Expanding PadovaFIT! Home Solutions” (ID 847143) Project, financed through the Horizon 2020 Programme, along with: Commune di Padova (Italia) – Project Leader, LUIGI BOCCONI Commercial University (Italia), Sinloc – Sistema Iniziative Locali SpA (Italia), SOGESCA LLC (Italia), Forum per la Finanza Sostenabile (Italia), CLIMATE ALLIANCE (Belgia), and The Energy Agency of Plovdiv (Bulgaria).
 
The project aims to replicate and expand upon the good practices identified by the Municipality of Padove through the PadovaFIT Project as solutions for energy efficiency in residential buildings and setting up One-Stop-Shops in Romania and Bulgaria, countries to which the know-how is being transferred.
 
The project activities fall under the umbrella of energy efficiency and sustainability in the residential sector (privately owned buildings and condominiums). Moreover, the project highlights the priority of „EE-02-2018: Integrated services for the energy renovation of buildings”, „Building a low-carbon future and resilience to climate change: safe, clean and efficient energy”. The project is especially oriented towards tackling the challenge that arises from the fact that, even though the energy renovation of buildings comes with a higher added value than the construction of new buildings and with multiple advantages for building owners, occupants and the community as a whole, in the private residential sector, many developers (including local public administrations) do not have sufficient know-how or technical, financial and administrative capacity to develop, finance and implement integrated, ambitious energy efficiency projects using an integrated solutions approach.
 
On November 25th and 26th 2020, the implementation team of the “Expanding PadovaFIT! Home Solutions ” Project organized and held two forums which were held in an on-line format due to the current context generated by the new Coronavirus SARS CoV-2 pandemic.
 
The first forum was dedicated to research and innovation institutions, universities, professional associations, as well as specialists with expertise in the field of energy efficiency and renewable energy sources. The event saw a considerable attendance with a total of 32 participants, including a large number of students from the Polytechnic University of Timisoara.
The starting point of the forum was a presentation of the project objectives in relation to the current status of condominium rehabilitation, followed by a presentation of the EU’s new strategy - https://ec.europa.eu/energy/sites/ener/files/eu_renovation_wave_strategy.pdf - Renovation Wave, meant to enhange energy performance in buildings. The European Commission aims to double the renovation rate over the next ten years and ensure that renovations lead to a higher rate of resource and energy efficiency. Moreover, the European Green Deal - https://ec.europa.eu/info/strategy/priorities-2019-2024/european-green-deal_en was discussed, which aims to reach climate neutrality in Europe by 2050 by way of modifications in European legislation - European Climate Law https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:52020PC0080.
 
Another important moment of the forum was the presentation of national legislation relevant to the topic. The professors from the Polytechnic University of Timisoara, the representatives of the Renewable Energies Research Institute of Timisoara and those of the Energy Cities – Romania Association offered valuable insights and proposals in support of the idea that the energy strategy of Timisoara needs a rethink, along with the elaboration of a well-structured action plan for the deep renovation of residential buildings and condominium and the potential inclusion of carefully monitored pilot projects. On the subject of financial solutions for these projects, the fact that European financing cannot ensure the funds to the extent that is necessary was underlined. Energy Cities – Romania followed up by presenting legislative modification in the field and frequent obstacles that local public administrations have faced as well as their own initiatives designed to help overcome the highlighted obstacles. The energy renovation of buildings continues to be a challenge for local authorities, from the design to the implementation phase, and overcoming the various challenges that arise in the process is only possible through the combined efforts of local public authorities, universities, research and innovation institutions and experts in the field using a multidisciplinary approach.
 
A general conclusion from the forum participants is that, for the next period, the focus must be placed on the elaboration of well-developed and complete technico-economic documentations for deep energy rehabilitation, the elaboration of bankable projects, the continued search for new financial solutions, the implementation of high standards in the field of construction, integrated energy rehabilitation and energy audits (including the creation of a local database), as well as the careful monitoring of consumption values in the post-implementation period of projects.
  
The second on-line forum was dedicated to Owners Associations from the Municipality of Timisoara. Even though it was attended by only 17 participants it was an extremely dynamic and interactive event. To a large extent the participants focused on putting forward the various challenges and complaints that they had in relation to the rehabilitation projects financed through the regional operational programs dedicated to energy efficiency and the use of renewable energy sources in condominium buildings. The idea of setting up a One-Stop-Shop that facilitates access to all the information required in order to develop energy efficiency rehabilitation projects for condominiums was well received. The specifics of how it will be organized and how it will function will be decided upon only after consultations with as large a number of owners associations as possible.
 

Virtual meeting by way for on-line forums will continue and questionnaires will be prepared in order to conduct opinion polls, to identify the needs and centralize the proposals of owners associations and individual inhabitants as well as the solutions put forward by the experts and institutions involved.
